Croatia construction works up 10.5% in 2025 as buildings outpace roads
Croatia's statistics bureau put 2025 construction works at an index of 110.5 on 2024, with building work at 119.2 and civil engineering down at 98.8.
The facts
- The Croatian Bureau of Statistics reported the value of construction works done in 2025 at EUR 6,785,032 thousand against EUR 6,138,760 thousand in 2024 — an index of 110.5, or +10.5% in current prices.
- Buildings were 62.0% of the total at EUR 4,207,150 thousand, an index of 119.2.
- Civil engineering works were 38.0% at EUR 2,577,882 thousand, an index of 98.8.
- Transport infrastructure came to EUR 1,447,236 thousand, 21.3% of all works, an index of 94.2.
- The average number of workers on sites rose from 67,479 to 73,265, an index of 108.6, and hours done on sites from 126,949 thousand to 137,923 thousand, also an index of 108.6.
- The survey covers legal entities employing five or more persons, counts own workers only and excludes subcontracted work, and the values are in current prices, which means they are not adjusted for construction price changes.
What it means for your money
- Glopra prices Croatia at USD 4,550 per square metre. In 2025, 62.0% of works were buildings.
- Labour grew with the output: workers on sites up 8.6% and hours up by the same 8.6%, so the sector took on people rather than stretching the ones it had.
- If you already own in Croatia, this is a supply number, not an income number. It says nothing about rents, while Glopra puts tax on rental income there at 8.4% and bubble risk at 70 out of 100, in the elevated band.
What to watch
- The values are in current prices, so the open question is how much of the 10.5% was price and how much was volume. This release does not split it.
- Civil engineering fell to an index of 98.8 and transport infrastructure to 94.2. A single annual report cannot say whether that is a one-year dip or a turn.
- Coverage is the limit: firms under five employees and subcontracted work sit outside the survey, so the figures understate total building activity by an unstated amount.
