Buying Property in Georgia as a Foreigner: Ownership Rights and the Registration Process

Who can buy, and what you can own

Foreign individuals and companies can purchase residential and commercial property freely, on fully equal terms with Georgian citizens. Apartments, houses, offices, and retail spaces are all available as freehold, meaning you hold the property outright with no time limit and no need for a local partner. There is no requirement to obtain residency before buying.

The one key restriction: agricultural land

The single notable exception concerns agricultural land. Under Georgia's Constitution and organic law, agricultural land generally cannot be owned directly by foreign citizens, stateless persons, or foreign companies. It is reserved for Georgian citizens and qualifying local entities. Buyers who specifically need farmland often explore ownership through a Georgian-registered company, but this requires proper local legal advice.

A simple, fast buying process

Most purchases follow a short sequence. The parties agree terms, then sign a sale-purchase agreement, typically at a Public Service Hall. You will need valid identification; where a party does not speak Georgian, a certified translator and notary are used. Ownership is then registered at the National Agency of Public Registry (NAPR).

Georgia is famous for the speed of its registry. Standard registration is commonly completed within one to a few business days, and expedited same-day options are available for an extra fee. Costs are modest, with typical registration fees ranging from roughly GEL 50 to a few hundred GEL depending on service speed and property type.

The residency link

Property can also open a path to residency. Investing roughly USD 100,000 or more in Georgian real estate can make a foreign owner eligible for a renewable residence permit, with larger thresholds available for longer-term investor permits.
