Hungary Commits €550m of EU Recovery Money to a State Housing Programme
Hungary secured €550m of EU recovery money for affordable rental flats and dormitories, and stripped fast-track status from nine priority projects.
Hungary's government said at its 14 August press briefing that it has secured €550 million from the EU Recovery and Resilience Facility for a state-backed housing construction programme named after Sándor Wekerle. Dávid Vitézy, minister for transport and investment, put that sum at roughly a fifth of the total cost, with the subsidy intended to mobilise up to €3 billion of development once bank and other financing is layered on top. Outlets covering the briefing render the programme's name slightly differently and place the headline total between €2 billion and €3 billion.
What the money is meant to build
Affordable rental flats and student dormitories, concentrated in Budapest and the larger regional cities, on brownfield and underused urban land. The long-stalled Diákváros student-city scheme is being revived as part of it. Vitézy described the state taking three roles at once — funder, regulator and, on some sites, landowner — and argued that the shortage of new construction is among the reasons Hungarian prices have run away. Economx put the size of the gap at roughly 100,000 affordable rental units. The detail is not written yet: the government set itself a deadline of 31 December 2026 to assemble a comprehensive housing-support package, with municipalities and industry consulted first.
Nine projects lose their fast track
The same briefing withdrew the decrees granting "priority investment" (kiemelt beruházás) status to nine schemes. The designation lets a project depart from local rules and obtain permits outside the ordinary queue, and losing it is permanent rather than a pause. The nine are the Pázmány Campus, the National Circus Arts Centre near the Western Railway Station, the Margaret Island national tennis centre, Club Aliga on Lake Balaton, the Tihany castle hotel and training centre, the Sukoró youth centre at Lake Velence, the Törökbálint brick factory brownfield site, the former Láng factory quarter in Budapest's 13th district, and a roughly 500-hectare logistics and commercial development spanning Soroksár and Gyál. Separately, and by a different mechanism, priority status attached to residential developments linked to Otthon Start was suspended rather than revoked. The 3% Otthon Start mortgage itself was left in place, though Vitézy said its rules invite abuse and are under review.
The market it lands in
Hungarian prices are high and, for the first time in a while, no longer accelerating. The national transaction average is about $2,150 per square metre on KSH data. The central bank's Q2 2026 index puts annual growth at 12.3% but also records a 1.1% quarter-on-quarter fall — the first quarterly decline in three years. Budapest sits well above the national line at roughly $4,376 per square metre, up 8.3% year on year, on a 4.63% gross rental yield. Rental income is taxed at a flat 13.5%, the same for residents and non-residents.
The parts that are not settled
A state rental programme works on the supply side, and supply is what private landlords in Budapest feel first: a 4.63% gross yield leaves little room to absorb new competition at the affordable end of the market. Nothing is built yet, though. The €550 million is committed EU money on a recovery-fund clock, the €3 billion figure is an upper bound resting on financing not yet arranged, no unit count has been published, and the enabling legislation is four months from being drafted. The change to priority status is the one measure with immediate effect — nine projects now go through the ordinary permitting route.
